Planning commission recommends ROKmotors conditional use permit for auto sales

The Davison County Planning Commission on Aug. 7, 2025 voted to recommend that the Board of Adjustment approve a conditional use permit for Robert Carstensen, doing business as ROKmotors LLC, to operate vehicle sales at Tract 1 of Carstensen Addition in the NE1/4 of Section 2, T103N R61W in Davison County.
Acting Director of Planning & Zoning Karen Wegleitner introduced the application and said the Planning and Zoning office received no public calls about it. Carstensen was present to answer questions and said he is working with the state to obtain a dealership license and would carry insurance if the permit is granted. He told commissioners the sales location would be inside his shop, about 800 feet from the road, and that he anticipates selling roughly 5 to 15 vehicles per year as a hobby rather than operating a high-volume lot.
Wegleitner explained that any on-site exterior sign must meet the ordinance's square-footage and setback requirements. Commissioners asked whether Carstensen would have a sign and whether he would specialize in a particular make; Carstensen said a sign was likely to be mounted on the shop wall and that he was not specializing in any particular vehicle type.
Lewis Bainbridge moved, and Chris Nebelsick seconded, to recommend approval of the Conditional Use Permit to the Board of Adjustment. Roll call recorded Bruce Haines, Steve Thiesse, Ray Gosmire, Lewis Bainbridge and Chris Nebelsick voting aye; members Mike Blaalid and Dave Anderson were absent. The motion carried.
The recommendation will be forwarded to the Board of Adjustment for final action. The commission did not record any public opposition during the meeting.
