Gila County says $1 million Russell Road design grant secured; culvert policy and Stagecoach work to follow

Gila County officials told Roosevelt residents that the county received a $1,000,000 grant to fund the design of the Russell Road reconstruction and that county staff want to be involved in ADOT’s selection of a design firm. Supervisor Humphrey said the county asked ADOT to require the engineering firm to draft a grant submittal for the construction phase as part of the scope.
"The County received a $1,000,000.00 grant to pay for the design of Russell Road’s reconstruction. ADOT hasn’t selected a design firm to date. The county would like to be involved in the selection process," Supervisor Humphrey said.
Public-works and maintenance updates included confirmation that blue-stake work for Stagecoach Project tie-ins should be complete and that crews would begin work on July 8; gates at Bar-X Crossing have been installed and county crews plan to fog-seal completed chip-seal projects in September. On culverts, Humphrey said a new policy addressing illegal culverts that block water flow and parking in easements has been written and will be brought before the Board of Supervisors because covered or blocked culverts in Roosevelt Estates and the Resort have caused flooding to neighboring yards.
County officials described the design grant and the culvert policy as complementary steps: the grant moves a major reconstruction project into the engineering phase while the culvert policy targets immediate drainage problems that contribute to localized flooding.
Next steps include coordinating with ADOT on design-firm selection, bringing the culvert policy to the Board of Supervisors for consideration, and completing Stagecoach Project tie-ins and subsequent fog-seal work later in the season.
