Washington Terrace council approves zoning for veterans cemetery, development agreement, e-bike rules and parks impact-fee contract

The Washington Terrace City Council on June 2 unanimously approved several ordinances, a development agreement and a professional services contract as part of its regular meeting.
Ordinance 26-01 (rezoning and concept plan for a veterans cemetery): Council Member Jeff West moved and Council Member Zunayid Z. Zishan seconded a motion to amend the zoning for a parcel to an Open Space (O-1) zone to accommodate a veterans cemetery; the motion passed 4-0. City Manager Tom Hanson and Chief Building Inspector Tyler Seaman said the site has federal funding, will be managed by Veterans Affairs, and that the project has undergone geotechnical review; Seaman noted water-related issues to be worked through and that the initial phase will use roughly 30 acres of a larger site.
Resolution 26-07 (development agreement with Harvest Pointe Townhomes, LLC): After staff review, Council Member Cheryl Parkinson moved and Council Member Anna Davidson seconded approval of the development agreement for a four-plex project at 445 West 5100 South. Chief Building Inspector Tyler Seaman described project conditions: a 30-foot setback, compliance with on-site parking requirements, retaining walls under four feet, a grading plan provided by the developer, an easement between properties, and a separate HOA for the four new units; the vote was 4-0.
Ordinance 26-02 (transportation code amendment adopting e-bike regulation): Hanson presented a code update to align Title 10 with State Code for e-bikes and other auxiliary devices. Lt. Sean Endsley said the state code is already in effect and neighboring cities are expected to adopt similar rules. The council approved the ordinance 4-0.
Contract: Zions Bank — Impact Fee Facilities Plan and Analysis for Parks, Trails and Recreation: Council approved a contract to have Zions Bank prepare an impact-fee facilities plan and written analysis for parks, trails and recreation. Hanson said the consultant will prepare a defensible legal document with an hourly/not-to-exceed rate; the council approved the contract by motion (mover: Council Member Parkinson; seconder: Council Member Davidson) 4-0.
Other procedural notes: The agenda and May 19, 2026 minutes were approved by general consent earlier in the meeting. The meeting adjourned by unanimous motion at 7:33 p.m.
