Danville selectmen approve medical-billing payments from rescue fund and clarify personnel-action processing

At the May 4 meeting the Danville Board of Selectmen approved an administrative motion to pay invoices from Medical Business Services directly from the town's rescue vehicle revolving fund.
Vice Chair Shawn O'Neil explained the billing arrangement: the town receives the full invoice amount and the billing firm is paid 8% of receipts. Rob AliberƟ clarified that the town is not billed unless the medical bill is paid and that the billing schedule can vary. Shawn moved and Joe Hester seconded that any invoice from Medical Business Services on behalf of the rescue vehicle revolving fund be paid from that fund; the motion passed unanimously.
Selectmen also heard from Selectmen's Administrator Vale M. Van Doorne-Freeman about late personnel action forms (PAFs). Van Doorne-Freeman said late submissions affect administrative productivity; the Board discussed possible solutions including making the effective date the date the administrator receives the form or allowing e-mailed submissions to speed processing. Vale said she rarely does not process forms the same day she receives them.
On meeting minutes, the Board approved the April 20, 2026 public minutes as amended. The transcript records that when the Board voted to approve the April 20 non-public minutes as amended Rob AliberƟ abstained; the same passage also states the motion "passed unanimously," which is inconsistent on its face and is recorded here as a transcript inconsistency. The Board later voted to enter a non-public session under RSA 91-A:3 II(c) and then returned to public session, where the Selectmen voted to seal the non-public minutes by roll call vote.
