Planning staff reports council approvals, CZO amendment delays and July agenda items

At the June 16 Richardson City Plan Commission meeting, planning staff provided an update on recent City Council actions and on items the commission will consider on July 7. Andrew, the planning staff member, summarized council votes from meetings since the commission last met.
Andrew said the special permit request for "Back 9 at Coyte and Campbell" was unanimously approved by council with staff recommendations. He reported council also approved a special permit and special development plan for an Interurban Street property for auto repair and storage uses; council approved a four‑year time limitation on the special permit and required that vehicle storage be located inside the screening fence, not visible from the adjacent right of way. Andrew said council directed the city manager and staff to work with the applicant on additional site improvements to improve walkability, but that direction was not a condition of the ordinance.
Andrew reported that at the June 15 council meeting the Comprehensive Zoning Ordinance (CZO) amendments recommended by the commission were heard; the zoning protests item and the definition of "family" were tabled to July 13 after the city received correspondence from a resident and one council member was absent. He said the home-occupations CZO amendments were approved 4‑2, with staff's recommended rear-yard parking restriction for certain home-based businesses restored.
Looking ahead, Andrew said the July 7 commission agenda is tentatively expected to include Main Street Central code amendments related to flags administration, an adjustment to setback requirements for accessory structures adjacent to alleys in the Main Street subdistrict, a special development plan for 500 North Urner to allow a six-building commercial development, and a planned development and special permit request for major auto repair at the northwest corner of Buckingham and Plano.
Commissioners asked a clarifying question about vesting if a code change occurred while an application was paused; staff replied that an application is vested to the rules in effect when it was submitted and staff would work with applicants interested in taking advantage of subsequent code changes.
