Commission denies multiple rezoning requests and accepts a withdrawal amid traffic, drainage and master-plan concerns

Baldwin County commissioners on June 16 declined several rezoning requests, tabled three applications and accepted one withdrawal amid repeated public concerns about traffic, drainage and compatibility with the county’s future land use map.
Sweetwater Investments (Z2555): Planning staff reported the 29-acre parcel east of State Highway 181 scored 25 out of 40 on the county scorecard and staff found the proposed change from RSF-1 to RSF-2 to be consistent with zoning factors. Jessica, representing the Radcliffe family, urged denial, saying the request was speculative, out of character with the area and lacked a PRD or plan. The applicant’s engineer, Dwayne Smith of Anchor Engineering, said the project would not increase density as proposed and would not trigger a traffic-study threshold. Commissioners ultimately moved to deny the rezoning during public hearing.
Pateras property (Z26/15): Staff presented a rezoning request for approximately 113 acres from rural-agricultural zoning (RA) to RSF-2. Multiple neighbors and nearby residents — including Hunter Smith (land surveyor), Gordon Baker, Philip Owens, Shannon Harden and Kimberly Krebs — raised objections citing traffic, drainage, school capacity and compatibility with the future land use map. Commissioners denied the request by a 4–0 vote.
GPS Land Company (split rezoning): A 4-acre split-rezoning application (proposed RSFE for one parcel and RR for another) generated neighbor pushback about possible commercial uses and property-value impacts along the Beach Express corridor. Rather than press forward, the applicant withdrew the request and the commission accepted the withdrawal so the applicant can return with an alternate plan.
Other business: Three cases (Goodrich Z2553, Morgan Z2562, and PRD2509 Bridal Creek) were requested by applicants to be tabled within the seven-day public-hearing window; the commission agreed to table those items.
Why it matters: Commissioners repeatedly cited the county’s ongoing master-plan and future land use map update as context for rezoning requests, and neighbors raised recurring concerns about traffic impacts, drainage and whether higher-density zoning fits long-established rural or agricultural areas.
