The board advised the owner that the use could fall under commercial outdoor recreation or a conditional use in the rural district and described the process: fill out the application form, provide deeds and a drawing showing access and parking, schedule a sitewalk and a public hearing, and secure appropriate liability insurance. Board members suggested the applicant could pilot the mobile operation in the short term while pursuing permits.
