Public-member appointment deferred after ballots rank Jennifer Foley first

The appointment process, described by Dan, the executive officer, calls for submission of letters of interest, three-minute candidate presentations, public ranking of candidates by ballot, and additional ballots if there is a tie. "We have received a letter from 3 candidates, and each candidate is in attendance today... we get a lot of three minutes of time for a candidate, and then we'll go through a process where we rank," Dan said.
During three-minute presentations community members outlined their experience and priorities. One candidate offered to lead fundraising and grant-writing efforts, saying she had a technical writing background and would pursue USA Swimming and federal grant options and local fundraising events to help cover operational costs. "I'd be willing to volunteer to spearhead that kind of stuff just to see if we can... chase down funding," she said.
Another candidate, Nicholas, emphasized historical knowledge of local pool construction and operations and urged the board to appoint someone experienced with the pool's history and operations so it can remain open. "We need some serious energy on this board, and we need some new direction," he said.
After ballots were tallied the chair announced Jennifer Foley as the top-ranked candidate by one vote. Staff and board members discussed whether the tally alone completed the appointment or whether a formal motion was required; staff recommended obtaining a legal opinion and setting the appointment to take effect at the next meeting.
What happens next: The board will seek legal guidance on the appointment threshold and, if required, will take a formal motion to appoint at the next meeting. Ballots and the preliminary tabulation will be retained as part of the process.
