Portales City Council voted to approve an application for a retailer's off-premises liquor license for Circle K Stores Inc. after staff corrected a clerical error in the published packet.
City staff said the packet mistakenly described the application as a club license but clarified on the record that "it is not a club liquor license. It is a retailer uh liquor license with off-premises" and that the prior special-use permit from Planning & Zoning had been approved. The applicant's proposed site was given as 42467 U.S. Highway 70, directly in front of a Walmart store. No members of the public spoke for or against the application during the public hearing.
Mr. Merrick moved to approve the retailer's off-premises liquor-license application; Counselor Self seconded. The deputy clerk conducted a roll-call vote, with six recorded yes votes as announced by the clerk, and the motion carried.
Staff said the state regulatory packet had been submitted following the local approvals and that the clerical wording error in the published notice would not affect the state process. The council took no further amendment or condition when approving the license. The meeting adjourned following the action items.
