UNE researchers report partial implementation of Kennebunk Climate Action Plan; public tracking spreadsheet launched

Anika Doeppers of the University of New England and Jennifer Brousseau, an assistant professor, presented the results of a review of how Kennebunk’s Climate Action Plan (CAP) is being implemented locally, saying the work focuses on tracking completed action items rather than restating the plan’s original goals.

The researchers told the Climate Action Committee on April 6 that their methods included interviews with CAC members and local stakeholders to identify what has worked and what barriers remain. They pointed committee members to a slide deck labeled “CAP cohort planning results (Kennebunk only)” and provided a link to a shared presentation.

Committee member Mary Naples proposed developing a public platform or dashboard so residents and committee members can monitor progress. The minutes note that, in a follow-up email dated April 10, 2026, Anika Doeppers indicated a tracking spreadsheet/dashboard had been implemented and shared a link to it with committee members.

The researchers and committee emphasized transparency: the committee agreed to share the reformatted greenhouse gas inventory and include it in outreach materials. The presentation and spreadsheet are intended to make it easier for the public to see which CAP action items have been completed and which remain under active consideration.

The committee did not record any formal vote on the presentation itself. The next practical steps recorded in the minutes were circulating the spreadsheet publicly and including CAP updates in the committee’s quarterly flyer.
