County advances granular shredding program; MDA to reimburse infrastructure costs

Daniels County staff told commissioners the container that will house a granulator — used to process HDPE pesticide jugs and similar containers — is expected to arrive and be operational by late March. County staff said the Montana Department of Agriculture (MDA) will reimburse the county for utility infrastructure and certain hut/shelter costs; initial infrastructure will include a concrete pad and an uninsulated personnel hut for meter and workspace.
Commissioners discussed whether an existing landfill hut could be used, prefabricated options and whether a county contractor procurement process is required for the pad at the shop site (county staff indicated the shop site will likely not require statewide engineering procurement procedures, while the landfill site would). Staff, having consulted the MDA and utility (MDU), reported three-phase power availability and the expectation of reimbursement for approved infrastructure costs.
Why it matters: The granulator program will allow local, compliant disposal and recycling of pesticide jugs and other HDPE containers while potentially serving neighboring counties. Officials stressed that all containers must be rinsed, have labels/caps removed, and that Carly Davis of MDA would inspect loads and reject noncompliant materials.
County staff will solicit bids or contact local vendors (including Montana Shed for prefabricated huts) and return with cost estimates; commissioners flagged that up-front costs will be incurred before MDA reimbursement.
