Lancaster holds public hearings on $104.1 million FY2025-26 budget and proposed 0.59949 tax rate; no public comment

Lancaster City Council held two public hearings on Aug. 18, 2025 on the proposed FY2025-26 budget and a proposed ad valorem tax rate of 0.59949 per $100 of assessed valuation; no members of the public spoke and council set a final consideration date for Aug. 25, 2025.
At the start of the special meeting, the city manager told the council the proposed “total of all funds” budget is $104,142,946. He said the Economic Development Corporation has a proposed budget of $2,612,537 and the Recreational Development Corporation a proposed budget of $3,353,667. The city manager described the proposal as compliant with state truth-in-taxation and Open Meetings requirements and recommended the council close the public hearing and announce the final consideration date.
On the proposed tax rate, the city manager repeated that staff is proposing a rate of 0.59949 per $100 of assessed valuation, explaining that a portion of the rate is for interest and sinking-fund requirements and that the budget includes allocations for maintenance, street maintenance and a new equipment fund that staff currently plans to build rather than spend from. He also stated that the proposed budget and notice were published in the Rambler and on the city website on Aug. 11, 2025. “The proposed budget is a total of all funds of $104,142,946,” he said.
The council opened each hearing for public comment and received none. A council member moved to close the first hearing on the budget and set the final public hearing and consideration for Aug. 25, 2025 at 7 p.m. at Lancaster Municipal Center, Council Chambers, 211 North Henry Street; another member seconded and the motion passed by voice vote. The council took the same action to close the tax-rate hearing and scheduled the second public hearing for the same date and time.
The meetings concluded with the council adjourning at 7:13 p.m. and no votes recorded on either the budget ordinance or the tax rate at this session; both items will return for final consideration on Aug. 25.
