Lancaster council clears consent agenda; approves interlocal instructor, roofing and other routine items

The consent agenda (C1–C15) included approval of prior meeting minutes, adoption of the master fee schedule (C2), civil service classification and pay ordinances for police and fire (C3–C4), a continuing monetary recruitment incentive (C5), debt management and investment policies (C6–C7), a fiscal-year budget for proceeds from seized property for the police department (C9), interlocal agreements for training and inspections (C10–C12), a roof-repair contract with LBK Roofing LLC for Fire Station No. 2 (C13), an RFP award to ESG Electrical for electrical services (C14) and concession-stand repairs at Cedar Hill Park not to exceed $193,186.03 (C15).
City staff explained C10 as an interlocal agreement with DeSoto, Cedar Hill and Duncanville to hire a regional instructor to provide paramedic continuing education; staff said the arrangement would not increase costs but would improve efficiency and alleviate delays in scheduling continuing-education units.
Council members pulled C2 (master fee schedule), C10 (paramedic interlocal) and C13 (roof replacement) for brief discussion and, after questions were answered by staff, each pulled item was motioned, seconded and approved. The meeting record shows multiple affirmative votes during the recorded voice votes and subsequent confirmations.
The council’s approval advances facility and service items identified in the consent agenda, including vendor awards and interlocal agreements that the city manager and department chiefs recommended.
