Board approves RFP for grant-funded transfer station and authorizes temporary attendant coverage

Sandy River Plantation — The Board of Assessors on Jan. 27 approved a Request for Proposals for site preparation and groundwork for a grant-funded transfer station reuse facility and authorized temporary attendant coverage to address an immediate staffing gap.

The board authorized the clerk to issue the RFP with a 30-day response timeline after a motion by Assessor Lisa Kinsman and a second by Assessor Joanne Taylor. The RFP covers site preparation and groundwork for the reuse facility; the clerk said the solicitation will be distributed to contractors on the board’s notification list.

Paul Ferguson-Packard, a member of the public who had offered to assist with attendant coverage during public comment, was authorized by the board to provide temporary coverage beginning Feb. 1, 2026. The board noted the current temporary attendant’s last day is Jan. 28, 2026. The board also approved draft correspondence to invite contractors to be placed on a notification list for future Sandy River Plantation projects and authorized the clerk to distribute that letter.

The actions are intended to keep transfer station operations running while the board advances the grant-funded reuse facility project through procurement. The clerk will issue the RFP and manage responses; additional staffing or hiring decisions remain subject to future board action.

The board signed routine warrants during the meeting and said it will provide updates on the RFP results and any staffing changes at upcoming meetings. The next regular Board of Assessors meeting is scheduled for Feb. 10, 2026.
