The Lancaster City Council approved an ordinance rezoning a 5.26-acre tract at 2621 Bear Creek Road from agricultural open to Single-Family Estate (SFE).
City staff said the SFE district allows one to two units per acre and that the request is consistent with the future land-use plan; Planning & Zoning considered the item on Sept. 2 and recommended approval, and staff concurred. During the public-hearing period, Joan Adams identified herself as the owner of the tract and said she has lived on the property for 25 years and now wants to build a home for her daughter. Adams said the delay in producing a survey was due to difficulty finding an affordable surveyor but expressed intent to proceed with a driveway to the rear of the property.
A council member asked for clarification about neighboring houses and addresses; staff clarified which house parcels were included in the rezoning. After the public comment and staff clarifications, a council member moved to approve the rezoning and the council approved the motion by voice vote.
The ordinance rezones the property to permit single-family estate development consistent with staff and Planning & Zoning recommendations; staff will proceed with ordinance enactment and permitting steps if and when Adams submits plans and surveys.
