The Lancaster City Council approved a development agreement and a companion specific-use permit to allow a retail store with four fuel dispensers at 631 West Pleasant Run Road.
City staff described the property as a 1.069-acre tract currently zoned retail and compatible with the comprehensive land-use plan; the request—filed by RSP Holdings LLC—would allow four pumps serving up to eight vehicles. Staff said the development agreement is required to impose local materials and landscaping standards after the state’s 2019 legislation constrained local building-material rules; the agreement will run with the land and requires masonry, landscape maintenance and other standards for the life of the development.
The applicant, Huushang Giovanni of Giovanni Consulting Engineers, told council the project will meet the city’s material and landscape requirements and said columns supporting the pump canopy can be finished with brick if the city prefers. Council member lines of questioning focused on canopy design and materials; after the applicant confirmed compliance and willingness to provide brick-wrapped columns, a council member moved to approve the development agreement with that added request and the council approved the motion by voice vote.
The council then opened and closed the required public hearing for the companion zoning item; city staff reported Planning & Zoning recommended approval and that one letter had been received in opposition. With no speakers at the public hearing, the council approved the specific-use permit by motion and voice vote.
The development agreement and SUP together authorize the site design and impose the material and landscaping standards staff described; council directed staff to ensure the approved materials and landscape maintenance are documented in permitting and exhibit materials.
