Neighbors' late-notice complaint leads Hooper planners to table oversized shop permit; separate 2,900-sq-ft shop approved

At the June 11 meeting the planning commission heard two conditional use permit requests for oversized accessory structures.
For the first request — a 3,000-square-foot shop at 4704 South 5950 West by applicant Jed Debbach — neighbors said they received mailed notice too late to prepare comments. "The envelopes were postmarked June 8th . . . That did not give us 10 days," resident Carla Austral said, adding the scale of the proposed building would shade her garden and change her view. Kitty Peacock, who said she lives next door, said: "My view of Hooper is now gone."
The applicant's representative, Alan Caron, explained the height request was to accommodate tall trailers and that the proposal was only six inches above the current height allowance. After discussion, the commission voted to table the request so notices could be reissued and a new public hearing scheduled. The motion to table was moved and seconded by commissioners in attendance; commissioners emphasized protecting residents' right to adequate notice.
A separate CUP for James Upshaw for a 2,900-square-foot accessory structure at 4483 South 5400 West drew no public comment. Commissioners found the proposal consistent with setbacks and moved to approve the permit; the motion carried.
Next steps: The Debbach application will be re-noticed with the proper 10-day public notice period and scheduled for a future public hearing. The Upshaw permit was approved and may proceed to permitting.
