County standardizes solid waste crew hours and adjusts transfer station scale times

Ricky Hall, the county's solid waste supervisor, asked commissioners to approve standardized work hours for solid waste employees so crews would be present simultaneously each day and mandatory lunch would occur from 12:00–1:00 p.m.
Hall said the change responds to a recent staffing reduction and regulatory input from the North Carolina Department of Environmental Quality and will improve continuity and safety at the transfer station. The proposal sets employee hours at 7:00 a.m.–4:00 p.m. with a noon–1:00 p.m. lunch, pad hours for residential customers at 7:00 a.m.–3:00 p.m., and commercial pad hours at 7:00 a.m.–2:30 p.m. He noted scales would be closed from 12:00–1:00 and that Wednesday cleaning would require an earlier closure.
Commissioners asked clarifying questions about how the new schedule affects driver start and end times, lunch lengths and whether public notice would be provided; Hall said the county would notify residents in advance. The board approved the schedule change by voice vote with no recorded roll call.
Officials said convenience site containers at the front of the facility would remain accessible while scale operations and certain pad services adhere to the new hours.
