Selectboard reviews engineering proposal to address River Road corner and drainage

The Town of Baldwin Selectboard reviewed a proposal from Sebago Technics to produce detailed engineering for a troublesome corner and low section of River Road and to identify culverts and other deficiencies for phased bidding.
Board members said the engineering scope would include a design to relocate the road section down the hill, site survey work and specifications so the town can put the project out to bid in pieces as funding becomes available. One member summarized the engineering estimate discussed in the meeting as about $60,000, while cautioning that total construction costs could be “significantly higher” depending on the list of required repairs.
The discussion focused on whether the town’s public works crews and local contractors could complete parts of the work without full engineered plans. A Selectboard member noted local contractors could “come out and lay out pretty much what we kind of want and build it to a spec.” Public works staff said engineering can reduce liability, improve accuracy for contractor GPS-guided work and speed construction by producing formal plans.
Board members also reviewed the funding status: about $108,000 was said to be in a River Road improvement account. Members discussed taking the proposal back to the road commissioner and other stakeholders for review and recommended inviting Sebago Technics to present details and answer questions before committing funds.
The Selectboard did not vote on the proposal at the meeting. The board directed staff to consult the road commissioner, obtain more precise cost estimates and schedule a follow-up so members can evaluate engineering versus incremental repairs.
