Town considers perimeter security and access-control proposal; camera/recording upgrade deferred

Town staff reported that Johnson Controls has submitted an initial proposal for perimeter monitoring and door access control and asked to present a short follow-up meeting. The staff presentation described the initial package as focused on locks, fobs and swipe cards that would allow the town to grant or revoke access to specific doors and to avoid changing locks when keys are lost.
"They can pick and choose who enters what door and if one's lost it can be deactivated," the staff member said, describing a system of deactivatable key fobs and per-door permissions. Members emphasized that the access-control components and fire-protection aspects should be prioritized; camera upgrades and meeting-recording functionality would be considered as a separate, secondary proposal after tests of acoustics and a longer camera proposal.
The group discussed possible benefits (improved perimeter security, easier administration) and tradeoffs (cost, recording quality if audio is poor). Staff said a separate proposal for an upgraded camera system would be provided for review and that the town would not necessarily proceed with recording meetings until the acoustic issues and costs were evaluated.
Next steps: staff will schedule the vendor meeting, review the initial access-control proposal, and ask the vendor to provide a separate camera/recording quote for later consideration.
