Richland Zoning Board declares negative SEQR for auto-repair variance at 136 Sherman Lacy Rd.

Chairman Charles Deaton opened the Town of Richland Zoning Board meeting at 6:07 p.m. and led the Pledge of Allegiance.
The board considered Application #VAR26-0002, a request to operate an automotive repair facility at 136 Sherman Lacy Rd. Jimmy Sprague reviewed the Town of Richland zoning laws for the board and explained procedural requirements for the application. After that review, Ben Tousant moved and Joe Skotnicki seconded a motion to deem the application complete; the roll-call vote recorded Deaton, Foster, Skotnicki and Kathleen Wiseman as voting "yes," and the motion carried.
Following completeness, the board conducted the State Environmental Quality Review (SEQR). Tousant moved, with Skotnicki seconding, to declare a negative SEQR determination for VAR26-0002 and to allow the chairman to sign the declaration. The roll-call vote recorded Deaton, Tousant, Wiseman and Skotnicki voting "yes," and the board adopted the negative declaration.
Separately, Jimmy Sprague told the board that Crown and Star LLC, located at 7 S Ramona Beach Rd., does not need a variance for a fence because the property is not a waterfront parcel under the town's zoning law. The board discussed that clarification but took no formal variance action on that property during the meeting.
Board member Kathleen Wiseman announced she will abstain from voting on any financial decisions and stated she had reviewed an affidavit provided to the ZBA. The board then approved minutes with a name correction on a motion by Joe Skotnicki, seconded by Ben Tousant; all members voted "yes." Ben Tousant moved to adjourn at 7:17 p.m., seconded by Wiseman, and the meeting ended by unanimous vote.
The ZBA completed procedural steps on VAR26-0002, including SEQR clearance; no final permit or other substantive approvals beyond those procedural votes are recorded in the minutes.
