Public Works presented the annual engineers report and the council set a July 21 public hearing to consider proposed increases to Landscape & Lighting district assessments; staff described CPI escalators applied to many districts and service‑level adjustments where district revenue is insufficient. The council also accepted staff recommendations on consultant procurement, contract renewals and items on the consent calendar following individual council requests to pull a subset of items for discussion.
Finance presented a mid‑cycle FY 2026‑27 review and requested additional appropriations to respond to updated revenue and expenditure projections. Council approved a balanced adjustment that included a net ~$1.25M of general fund appropriations (offset by revenue updates and cost reductions), and changes to enterprise and other funds totaling about $10.6M to support operational and capital needs and three additional full‑time positions (two fire inspection positions moved into a building safety fund and one senior civil engineer to utilities/engineering). Staff said adjustments to Measure H pavement rehabilitation were made to match current revenue projections and that the Measure H oversight committee reviewed and recommended the approach.
Council also recognized Sierra Pacific High School girls track and field and the Hanford West High School softball team on state championships and presented certificates.
