Houston emergency management outlines steps as Gulf system may become Tropical Storm Arthur

Mayor John Whitmire asked for an updated briefing on storm-related preparations, and a representative from the City of Houston Office of Emergency Management provided a detailed status report on steps the city has taken and what residents should expect.
Ryan, speaking for Houston OEM, said the city began preparations days earlier and "started to lower Lake Houston a foot," deployed barricades, staged boats and high-water rescue vehicles and converted some dump trucks for high-water response. He said the National Weather Service had described the system as a "potential tropical cyclone" and that it "will most likely become Tropical Storm Arthur" the following day. The current forecast track kept the city on the cleaner, offshore side of the system, which OEM said should limit the storm's most severe impacts locally.
Ryan urged residents to rely on trusted sources — specifically the National Weather Service and the City of Houston Office of Emergency Management — and not social-media speculation. He said emergency operations were activated, FanFest operations were being coordinated with event partners, and crews were staged to support rescues and infrastructure protection.
Council members thanked OEM for the briefing. No new emergency declarations or citywide evacuation orders were announced during the session; city staff said they were monitoring conditions continuously and would provide updates as forecasts evolve.
