The Board of Franklin County Commissioners on June 10 unanimously approved several land‑use measures, including two rezonings, a special‑use permit to site a greenhouse and nursery, and the acceptance of two final plats. The meeting took place at the Franklin County Annex Building Commission Chambers and was called to order by Chair Sabrina Meador at 8:30 a.m.
The most consequential votes addressed property classification and subdivision matters. The board adopted Resolution 26‑16 to approve rezoning application #2602‑0072 (Jackson), changing about 3.00 acres at 1553 Shawnee Road from R‑E (Residential Estate) to R‑3A (Single Family Residential Three Acre) so the parcel can be split and a new residence built. Planning and Building Director Nathan Boyd presented the application and the Planning Commission recommended approval. Commissioner Colton Waymire moved to adopt Resolution 26‑16 and Commissioner Ianne Dickinson seconded; the motion passed on a 5‑0 vote.
The board next adopted Resolution 26‑17 to approve rezoning application #2603‑0074 (Barnes), moving approximately 30.01 acres at 3394 Reno Road from A‑2 (Transitional Agriculture) to A‑1 (Agriculture). Boyd told the board the rezoning would allow the 30.01‑acre tract to merge with an adjacent roughly 210.00 acres and then be split into three tracts to settle a family estate; the Planning Commission recommended approval. Commissioner Ianne Dickinson moved to adopt Resolution 26‑17, Commissioner Rod Harris seconded, and the motion passed unanimously.
Commissioners also approved Resolution 26‑18, granting Special Use Permit #2604‑0013 to authorize operation of a greenhouse and nursery in an R‑E district at 3359 Ohio Road. Boyd explained the applicant proposes relocating a 36‑foot by 96‑foot portion of an existing structure from a family farm floodplain; that relocation is allowable in an R‑E district only with a special‑use permit. The resolution was approved with the five conditions listed in the resolution; Commissioner Colton Waymire moved, Commissioner Rod Harris seconded, and the vote was 5‑0.
Two final plats were accepted during the meeting. The Final Plat of Fiehler’s Fields would divide roughly 105.00 acres at 4089 Utah Road into two lots so the owner can transfer Lot 1 to a family member and retain Lot 2 for agriculture; the board accepted dedications of rights‑of‑way and easements and authorized the chair to endorse the plat by unanimous vote. The Final Plat of Jackson Acres would split approximately 15.00 acres at 1553 Shawnee Road into two lots to allow the owner to convey Lot 2 to a family member for a new home while keeping Lot 1 with the existing residence; the board likewise accepted dedications and authorized the chair to endorse that plat, 5‑0.
Earlier in the agenda Commissioner Colton Waymire moved to approve the consent agenda, including minutes from the June 3 meeting; Commissioner Donald Stottlemire seconded and the motion passed unanimously. Rebecca McFarland of the Frontier Extension District gave an informational update and County Administrator Derek Brown and Public Works Director Jeff Welton delivered routine staff reports. There was no public comment.
All roll‑call votes recorded at the meeting were unanimous. "All voted 'yes'," the clerk noted after each motion. The board adjourned at 8:53 a.m.
What happens next: these zoning map amendments and plats will be recorded and implemented according to county procedures; the special‑use permit was approved subject to the conditions specified in Resolution 26‑18. No appeals or further hearings were recorded in the meeting minutes.
