Roxbury selectmen reject plowing contract, approve veteran refund and appoint cemetery member

At its Oct. 25 meeting, the Roxbury Board of Selectmen voted to withhold signature on a plowing contract for missing contractor paperwork, authorized LifeFlight listing and several budget and administrative items, reimbursed a veteran $141.96 and appointed Kim Perry to the cemetery committee.
Selectman Timothy Derouche called the Roxbury Board of Selectmen to order Oct. 25 and the board moved through routine business before approving several motions affecting town services and finances.
The most consequential procedural action came when Derouche moved not to sign a warrant with contractor Charlie Pappas for winter plowing because the contractor had not provided all required inspection paperwork. Selectman Matthew Patneaude seconded the motion and the board voted 3-0 not to sign the contract, leaving the town to seek an alternative or to reconvene the contract if paperwork is later supplied.
The board also voted 3-0 to have the town highlighted in LifeFlight informational material after a motion by Patneaude and a second from Ray Hodsdon; the Roxbury Fire Department will draft the text and forward it to the town office. Separately, Hodsdon moved to accept the Renewable Award scholarship as written; the motion passed 3-0, and the board said it will consult with Lindsay about setting up funding and pursue a press release mentioning Roxwind and the town.
On budget administration, Selectman Derouche moved to permit the fire department to move charges to the capital equipment account; that motion passed 3-0. The board also reviewed the Summer Roads budget for 2023, noted adding a potential speed hump for consideration in budget workshops, and said it has obtained quotes for a dock to be discussed at the budget meeting.
The board approved ministerial and administrative items including signing the 2022 municipal valuation return with one change to the map date (motion by Derouche, seconded by Hodsdon; 3-0). It voted 3-0 to ask the Northern Oxford County Regional Solid Waste and Recycling (NORSWB) representative whether seasonal residents can receive dump stickers and tasked a selectman with contacting the NORSWB representative.
The assessor signed off on a veterans exemption for the previous two years; Derouche moved to reimburse Map 2 Lot 25 for $141.96 and the motion passed 3-0.
Cemetery business included selecting cemetery sign design number 3 (font choice) by unanimous vote, noting a need to work with Todd Piper on burial locations, reviewing a list of cemetery budget needs, and appointing Kim Perry to the cemetery committee to serve the remainder of the term through March 2023 (Derouche moved, Patneaude seconded; 3-0).
The board approved and signed the warrant for Oct. 25 totaling $107,335.70 (motion by Derouche, seconded by Patneaude; 3-0). Members noted upcoming meetings, including a planning board meeting Oct. 27, the next selectmen’s meeting Nov. 9 at 6 p.m., and an ordinance workshop Nov. 22 at 5 p.m., then adjourned at 7:37 p.m.
The meeting record shows several other reports and items for follow-up: Medcare’s operating budget remains under development and reported rising call volume and likely higher per-capita costs; the Roxbury Fire Department passed a pump test and is seeking a certificate of origin for a fire truck; code enforcement reported shoreland and dock concerns at 14 Sunset Cove and said medical marijuana cultivation permits will be forwarded to the town; and the plumbing inspector reported no permits for the month.
