Roxbury selectmen adopt ordinances, award summer-road work and designate ARPA funds; resident seeks second speed bump

Roxbury selectmen met on June 28, 2022, and unanimously approved several administrative measures, including adopting two ordinances approved by residents on June 23, awarding a conditional summer-road contract and designating American Rescue Plan Act (ARPA) funds for revenue loss.
Timothy Derouche, a selectman who called the meeting to order, moved to approve the Land Use ordinance that voters adopted on June 23; Ray Hodsdon seconded and the motion passed 3-0. The board took the same action on the Solar ordinance, moving to adopt the measure residents approved at the same June 23 meeting; that motion also passed 3-0.
During New Business, the board reviewed progress on an ATV Club grant. Town officials said the club must provide documentation from Bryan Bronson of Inland Fisheries and Wildlife and be more active in completing the town requirements; the club also requested reassessment of its property.
A resident, Gail Devine, used the public-comment period to request a second speed bump on Main Street, citing safety concerns.
On infrastructure, selectmen discussed winter- and summer-road work. The board agreed to send a certified letter with a July 6 deadline to a contractor to remove items stored at a town building. Timothy Derouche moved to award a $3,900 bid for summer-road work to be performed by the named contractor if Charlie Pappas removes the material by the deadline; the motion, which included a contingency that the work be rebid if the contractor cannot perform, passed 3-0.
The board approved purchase and installation of buoys for the town swim area after reviewing a vendor quote (motion passed 3-0). Selectmen noted no update on a deed-release request and that they are waiting for a lawyer’s response. They also accepted the return warrant from the June 23 Special Town Meeting (motion passed 3-0) and signed the current warrant for $95,379.66 by a 3-0 vote.
Selectmen addressed several administrative items in unfinished business: a Town Administrator workshop scheduled for July 12 at 5:00 p.m., an update that a pending land purchase at the pond is awaiting lawyer review, and that Olivewood Energy paperwork was signed. The board agreed to forward a RoxWind TIF agreement to James Saffian for his attention and to contact the state about Japanese bamboo affecting the Crossover Bridge.
The plumbing inspector reported on a holding-tank issue where a resident asked not to be required to install a water meter. Selectman Derouche moved that the plumbing inspector not enforce item No. 4 on the cited document while the town develops a holding-tank ordinance; the motion passed 3-0. The board added development of a holding-tank ordinance to its future agenda.
The meeting closed after selectmen set the next Planning Board meeting for July 14 and scheduled the next Selectmen’s meeting and Town Administrator workshop for July 12; a motion to adjourn passed 3-0 at 7:53 p.m.
