Foreman Spencer Cumley reported Sargent Drilling installed a 6‑inch casing test well and ran it for six hours without a drop in water level; samples were sent for lab testing. Cumley said the aquifer material was coarser than expected, which will influence the selection of a well screen. He also emphasized that pumping from the test well would not affect the city’s other wells.
Clerk/Treasurer Tamela Curtis summarized JEO’s draft cost figures for a proposed water‑system project; City auditor Julie Bauman advised the council that the engineering/preconstruction design costs alone could be about $300,000–$350,000. Bauman recommended delaying large projects and pursuing a rate study with Nebraska Rural Water to establish sustainable water and sewer rates before committing to expensive engineering work.
On streets, the council reviewed proposals from Constructors to repair E Street on the village’s east side. Cumley reported an estimate of $56,000 (mobilization fee removed because the contractor will be nearby for additional work). Council approved the amended One‑ and Six‑Year Street Plan, with members noting that sequencing connected streets together would avoid an estimated $3,800 equipment move fee.
