Council weighs demolition options for deteriorating property at 522 G Street

Pawnee City officials discussed next steps for addressing a deteriorating, nuisance building at 522 G Street during the June 24 council meeting. Clerk Tamela Curtis reported the property owner, identified as Mr. Raper, left a letter saying he was not notified of the meeting and disputing meeting remarks; Curtis said Mr. Raper previously asked $40,000 for the property and later indicated a willingness to sell for $20,000.
Contractors have inspected the building: Steve Bumer of In-line Construction (Marysville, Kansas) examined the structure and plans to submit a demolition bid; the city will also contact Pershing Construction to provide a demolition-only bid so the estimates are comparable. Curtis said she will try again to contact Mr. Raper and City Attorney Betsy Samuelson reported she had not yet received a response from Mr. Raper's attorney.
The council asked staff to verify whether an asbestos inspection has been completed (Clerk Curtis was asked to follow up with Janice Lewis for the report) and noted a local contractor had agreed to haul debris to avoid adding hauling to demolition bids. The Housing Committee plans to meet and the council agreed to table formal adoption of Falls City's vacant-property registration program pending further review; Falls City may condition an interlocal building-inspector agreement on Pawnee adopting the same registration program.
Next steps: staff will follow up with the property owner and his attorney, request demolition bids from local and nonlocal contractors, and confirm whether an asbestos report has been completed; the Housing Committee will continue discussions.
