The council subsequently voted to suspend the three-reading rule, and roll call votes were unanimous. The minutes indicate the council treated the suspension as part of the same motion sequence.
The amendment was presented as a procedural fix to address lines found during development activity; the ordinance adds a clause requiring replacement of discovered service lines (including lead lines) as a condition of building on empty lots. Foreman Cumley also reported the city is compiling a lead service line inventory that informed the recommendation.
