Northfield Council adopts package of emergency resolutions on pay, appropriations and fund renaming

At its Dec. 18, 2025 meeting the Village Council unanimously adopted six emergency resolutions including renaming a capital fund, amending 2025 appropriations, modifying 2026 pay rates for fire and certain non-union employees, and making temporary appropriations for Jan.–Mar. 2026; all votes were 5-0.
The Village of Northfield Council on Dec. 18 unanimously adopted a package of emergency resolutions addressing fund naming, appropriation transfers and employee pay rates.
Law Director Brad Bryan read each resolution by title before Council voted to suspend the three-reading rule and to adopt. The resolutions approved were:
- Resolution No. 2025-56: An emergency resolution changing the name of the Ledge Road Improvement Fund to the Road Improvement Capital Project Fund. Motion to adopt (mover: Renell Noack; seconder: Kevin Lewis). Vote: Hebebrand-yes; Noack-yes; Vojtush-yes; Hipps-yes; Lewis-yes.
- Resolution No. 2025-57: An emergency resolution authorizing certain amendments to the 2025 appropriation resolution and/or transfers of already appropriated items. Motion to adopt (mover: Gary Vojtush; seconder: Alan Hipps). Vote: unanimous (5-0).
- Resolution No. 2025-58: An emergency resolution modifying rates of pay for full-time Fire Department employees for 2026. Motion to adopt (mover: Gary Vojtush; seconder: Kevin Lewis). Vote: unanimous (5-0).
- Resolution No. 2025-59: An emergency resolution modifying rates of pay for part-time Fire Department employees for 2026. Motion to adopt (mover: Gary Vojtush; seconder: Renell Noack). Vote: unanimous (5-0).
- Resolution No. 2025-60: An emergency resolution amending pay rates for certain non-union employees for 2026. Motion to adopt (mover: Alan Hipps; seconder: Renell Noack). Vote: unanimous (5-0).
- Resolution No. 2025-61: An emergency resolution to make temporary appropriations for current expenses and other expenditures for the period Jan. 1–March 31, 2026. Motion to adopt (mover: Renell Noack; seconder: Gary Vojtush). Vote: unanimous (5-0).
In other procedural business, the Council approved a motion to cancel the second Council meetings in January through June 2026 because of Village Hall construction (mover: Renell Noack; seconder: Alan Hipps). The Council also approved scheduling two public meetings on the Milford Drive Reconstruction Project (mover: Kevin Lewis; seconder: Gary Vojtush).
All formal votes recorded in the minutes on Dec. 18 were unanimous 5-0, and no executive session was held. The Council adjourned at 8:00 p.m.
