Northfield council adopts military‑leave MOU and appropriation amendments; parking, short‑term rental rules advance

The Village of Northfield council on May 13 adopted two administrative resolutions and advanced two ordinances during a meeting that also included department updates and a public complaint about a neighbor dispute.
Law Director Brad Bryan read Resolution No. 2026‑21, a memorandum of understanding with the IAM union regarding military service leave. Council voted to suspend the three‑reading rule and adopted the MOU in a roll call vote. Councilmember Gary Vojtush asked whether the provision needed to be added to Police Department contracts; Mr. Bryan and Police Chief Brian Zajac said the police collective bargaining agreements already include a similar military‑leave provision, according to the minutes.
Council then considered Resolution No. 2026‑22 authorizing certain amendments to the 2026 Appropriation Resolution and/or transfers of items already appropriated. The council suspended three readings and approved the appropriation‑transfer resolution by roll call vote.
On the code side, Ordinance No. 2026‑17 (amending traffic code Section 452.19 to restrict parking of tractor trailers, certain commercial vehicles and vehicles/trailers for sale) was read for a second time. Councilmember Alan Hipps expressed concern about the weight‑limit language as it affects residents who operate commercial vehicles from their properties; Mr. Hipps and Service Superintendent Jason Walters agreed to work with Law Director Bryan to refine the language. The ordinance will return for a third reading at the next council meeting.
Ordinance No. 2026‑23, an emergency ordinance to prohibit short‑term rentals of residential properties, completed its first reading and will advance to a second reading at the next meeting. The minutes do not record detailed debate on the short‑term rental proposal during this session.
