Moderator Christian led a line-by-line review of the town-warrant articles and the select board assigned a first on-deck speaker for each article (board member or department head) so that the public’s initial questions will be answered promptly and to avoid the long delays that occurred at the prior town meeting. The moderator said he would ask the appointed person to give a short summary of the article before opening the floor to public questions when warranted, and the board discussed how to avoid premature calls for the question under the moderator’s manual.
Board members emphasized the value of having someone with technical familiarity available to answer follow-on questions — for instance, the treasurer or tax collector on tax-related articles — while acknowledging that other board members may still speak. The moderator said the practice would be explained at the start of the town meeting so voters understand why the board proposes a first-speaker process for certain warrant items.
Next steps: the board will circulate the list of assigned speakers to those identified and will consider hosting an informational session before the meeting; members agreed to use the citizens’ guide posted on the town website to help voters understand the town-meeting process.
