At the end of its Nov. 14 session, Richmond’s Housing Committee narrowed next steps: turn the committee’s research into concrete recommendations, update the town plan housing section, and restore lost housing data to support grant applications and voter-facing proposals.
The committee asked Andrew to expand the strategy document’s ‘‘Water and Sewer regulations/policy revisions’’ section into an outline or recommendation that enumerates tangible options: a bylaw review for the water/sewer district, potential town-funded mechanisms (bonds or reserves), targeted developer or hookup fees to capture bonus-density values, and packaged development scenarios that a nonprofit or private developer could present to voters.
Members emphasized the importance of pairing technical analysis (cost estimates, engineering feasibility including testing for the school-owned line) with public-facing packages to make a ballot measure or bylaw change more comprehensible to voters. The committee also agreed to retrieve an intern’s housing-data spreadsheet and upload it to the committee’s drive to support the town-plan update.
Timeline and deliverables: committee members identified three near-term work products for 2025 — (1) completed strategy document with water/sewer recommendations, (2) updated housing inventory/statistics, and (3) a revised housing section for the town plan — and scheduled the next committee meeting for Dec. 12 at 5:30 p.m.
