Chisago City Council on Feb. 24 approved purchasing a 2026 Odra MT4H Mechanical Road Sweeper on state contract and financing the purchase through a six-year lease-to-purchase agreement with CapFirst Equipment Financing.
Administrator John Pechman said the unit was available at 2025 pricing if purchased by Feb. 28, 2026. The proposed financing calls for annual payments of $49,755 at a fixed 5.39% interest rate with a $1 buyout at the end of the six-year term. Staff proposed allocating 50% of the cost to the capital fund and 25% each to the water and sewer funds, consistent with prior capital purchases. Pechman said the unit could serve the city for an estimated 20 years and could reduce contracted sweeping costs by roughly $9,000 annually if purchased before the state contract expires.
Council member Marie Rivers moved to approve the purchase; Council member Mark Anderson seconded and the motion passed 5–0.
Implementation steps include finalizing the lease agreement and scheduling delivery; staff noted potential mutual-aid and rental alternatives were considered during discussion.
