Chisago City Council approves design review, street namings, county road agreement and routine budget items

At its Oct. 28 meeting, the Chisago City Council approved several routine but substantive items affecting development, infrastructure and city finances.
Design review: The council approved a Planning Commission recommendation to allow Northern Natural Gas to construct an 80-square-foot above-ground building and fence at 8443 Wyoming Trail to house a rupture mitigation valve; the property owner is Lorelei Giddings and a Northern Natural Gas representative, Steven Martinez, was present to answer questions. Associate Planner Leah Nelson said the use is permitted in PSP-OS zoning and that the proposal meets industrial building standards. Council member Craig Meyer moved approval; Mark Anderson seconded; all ayes.
Street names and addressing: The council adopted Resolution 25-10-01 to continue allowing the Chisago County GIS analyst to assign street addresses and approved three new street names (options included Jade, Juniper, Kasota) to serve new streets created by the Highway 8 project.
County Road 19: Administrator John Pechman reported that Chisago County will manage the CSAH 19 project, which includes a roundabout at Lofton Ave., a new bike trail and adjustments to a city watermain. Pechman said the county will bear construction costs to the city; the council approved the cooperative agreement.
Budget and payments: The council voted to lower the debt levy obligation for the Public Works building under Resolution 25-10-02, citing excess funds and lease income; it approved a $4,300 Fund 23 purchase to replace a fire-department refrigerator requested by Chief Reed; and it approved final payment for the Old Towne Trail project, which triggers the warranty period and releases retainage (Mayor Jeremy Dresel abstained on that final payment motion).
All routine items were approved by motion and roll call as recorded in the meeting minutes.
