Star Valley Ranch council adopts FY2026–27 appropriations, fee schedules and a clean-air resolution

At its June 9 meeting, the Star Valley Ranch Town Council adopted the FY2026–27 appropriations ordinance, approved new fee schedules for the General and Water funds, read a clean-air and fugitive dust abatement resolution into the record and approved a 24-hour special event liquor permit for a June 13 wedding.
On the budget, Councilman Bitter presented the third reading of Ordinance 2026-05, which includes a carryover of approximately $550,000 in capital spending that was not completed in FY2025–26 and adjustments such as removal of a pump line item and higher fuel costs. The ordinance passed 4–1, with Councilman Merrill voting nay.
Council also approved Resolution 26-06-09-002 (General Fund fee schedule) and Resolution 26-06-09-003 (Water Fund rates) for FY2026–27; both passed unanimously. Staff clarified that the establishment of a $350 septic permit fee by the fee schedule does not permit immediate implementation; a companion ordinance is required before the fee can be charged.
Councilman Ellis read Resolution 26-06-09-001, committing the Town to reasonable fugitive dust control measures consistent with Wyoming DEQ best management practices. A resident raised a specific dust complaint regarding construction traffic on Porto Road; Councilman Merrill said the resolution was largely aspirational and abstained from the vote. The motion carried with four ayes and one abstention.
A late-added item, a 24-hour alcoholic beverage catering permit for the Russoniello/Toolson wedding at Cedar Creek Pavilion on June 13, was approved; Councilman Toolson recused herself from the vote. The council also moved to table Ordinance 2026-04 (septic inspection authority) until August and Ordinance 2026-06 (golf-course fence regulations, wildlife fencing corrections) until July to allow language refinements.
Next steps: staff will prepare the companion ordinance needed to implement the septic permit fee, continue refinement of land-use language for zoning and fence regulations, and await a BUILD grant decision that could affect capital project funding.
