Council: railroad coordination stalls infrastructure work; neighbors raise concerns about new short‑term rental

“Please note that 1/3 of the streets have been paved, Lakeshore Drive revetment project is completed, sidewalks have been installed,” Snider said, adding the project is waiting on the railroad to move forward with underground infrastructure work. He told council that staff have been “speaking to the railroad for twenty‑eight months.”
Councilmember Richard Morgan asked for a public schedule to answer frequent inquiries from residents. Safety Service staff member Mr. Sass said he is continually engaged on the project and emphasized ongoing negotiations and permitting discussions with the railroad.
Separately, Avery Robinson asked about development on E. Third Street across from Bell Mell’s, where neighbors worried about increased traffic and parking. Mr. Sass said the planned development is a four‑unit short‑term rental with a clubhouse and that it will include its own parking lot; Ms. Chafee confirmed the project will provide separate parking.
The council did not set new deadlines or take a formal vote on the infrastructure project at the meeting. No railroad representative attended, and councilmembers did not provide a revised project timeline during the session.
