The Paradise Township Sewer Authority on March 3, 2025, approved execution of an access easement, maintenance and improvement agreement between Vintage Acquisitions and the Authority for Lots 4, 5, 14 and 15 in Vintage Business Park, subject to final review and satisfaction of the Authority’s engineer and solicitor.
Public commenter Eldon Stoltzfus of B&D Builders discussed the need for the agreement and noted Vintage Acquisitions will maintain and improve the access area. The Board approved the easement execution after the engineer and solicitor complete final reviews; the motion was moved by Brian Groff and seconded by J.B. Stoltzfus and carried unanimously.
Separately, the Board approved an insurance agreement with BAM related to issuance of a 2025 Sewer Revenue Bond; the minutes record a unanimous vote to approve the agreement (moved by Brian Groff, seconded by J.B. Stoltzfus). Solicitor Susan P. Peipher reported that a bank loan closing with S&T is anticipated on March 11, 2025, and that Chairman Bryan Stoltzfus and Secretary Kaitlyn Jones will provide signatures for the Authority at closing.
Rettew Associates also reported on a capacity inquiry for a proposed 12,000-square-foot warehouse in Vintage Business Park and recommended assessing two Equivalent Dwelling Units (EDUs) for that development. The minutes indicate approval of financial reports and bills: administrative checking (Truist) balance $150,681.57 and Edward Jones account $76,655.21; the Treasurer’s report and payment of bills were approved unanimously.
The minutes do not specify bond sizing or loan terms; the insurance agreement and loan-closing timeline are recorded but supporting documents are not included in the minutes.
