Authority approves payment to Lobar as engineers review change orders and contractors seek substantial completion

At its March 3 meeting, the Paradise Township Sewer Authority reviewed progress on the wastewater treatment plant (WWTP) upgrade, approved a contractor payment and accepted several maintenance- and calibration-related proposals while engineers evaluate pending change orders.

Rettew Associates reported the Discharge Monitoring Report (DMR) for January, showing an average daily flow of 116,170 gallons per day and a maximum daily flow of 129,800 g.p.d. Rettew engineers reviewed construction activity, noting a change order submitted by Lobar, Inc. for interconnection between tanks totaling $32,628.14. "A discussion was held by the Board concerning the need for this work," the minutes state; Rettew will follow up with the contractor on the proposed cost.

The Board approved Payment Application #22 for Lobar, Inc. (Contract #1) in the amount of $58,098.41. The motion to approve was made by J.B. Stoltzfus and seconded by Brian Groff and carried unanimously. Lobar has requested substantial completion on its contract, and Rettew said staff is creating a punch list to document remaining items before acceptance.

Separately, the Board approved a proposal from W.G. Malden for equipment calibration, with the minutes noting potential additional parts costs, and approved a quote from Cleveland Brothers for annual air-compressor servicing and spare parts.

Rettew also told the Board that Work Change Directive #3 — for a pressure switch integration with a variable-frequency drive (VFD) — has been issued but that a corresponding change order has not yet been received. The Board did not reject the change orders; the engineers will pursue cost justification and documentation.

The minutes do not record contested debate or public opposition to these items; motions carried unanimously as recorded.
