Paradise Township Sewer Authority approves contractor payments, change orders as WWTP upgrade nears completion

The Paradise Township Sewer Authority on Feb. 3 approved contractor payments and two change orders tied to the wastewater treatment plant (WWTP) upgrade as engineers reported the project is on track for completion in May.
Consulting engineers Clayton Bubeck and Aaron Dewald of Rettew Associates reported to the board on plant monitoring and construction status, including the December Discharge Monitoring Report showing an average daily flow of 119,120 gallons per day and a maximum daily flow of 229,900 g.p.d. They also reviewed the WWTP upgrade construction cash balance and an anticipated payment schedule to close out the project.
Rettew told the board there has been a foaming issue at the plant that is not fully resolved but that engineers are confident they know the cause and expect it will not be a continuing problem once the plant is fully operational.
The board approved Change Order #13 (a work Change Directive #1-1 for $2,532.16) and Change Order #14, for which Rettew recommended no increase in contract cost but an extra 35 days for the contractor. The motion to approve both change orders was made by Dave Bowman and seconded by J.B. Stoltzfus and carried unanimously.
The Authority also approved Payment Application #20 to Lobar, Inc. (Contract #1) for $54,006.48 and Payment Application #9 to PSI Pumping Solutions, Inc. (Contract #2) for $40,375.00. Dave Bowman moved and J.B. Stoltzfus seconded approval of the payments; the motion carried unanimously.
Rettew said it has begun the 2024 Chapter 94 Report and completed review of the sewage facilities planning module section J for Leaman Place. The board received these reports and took the contract and payment actions described above.
The board’s next regularly scheduled meeting is March 3, 2025.
