Paradise Township Sewer Authority flags extra contractor charges; no action taken

Kaitlyn Jones, a board member of the Paradise Township Sewer Authority, told colleagues at a special meeting on Dec. 18 that the authority has paid contractor PreDoc $32,388.81 for operations in October and November 2025 and that additional billed hours for site time and data entry are adding roughly $5,000 per month beyond the $8,900 monthly contract price.

The update, given at the Parish Township Municipal Building during a meeting that began at 10:00 A.M., prompted broad concern among board members about the sustainability of continuing with the current billing pattern. "The board agrees this is not sustainable," the minutes state, reflecting consensus that the added expense would strain the authority’s budget if it continued.

Board members discussed alternatives. Bryan Stoltzfus suggested hiring an operator in-house to reduce reliance on outside billing, noting that an internal hire would have its own operational challenges and costs. J.B. Stoltzfus proposed revisiting a Letter of Intent with York Water that had been presented in October as another possible path forward.

No motions were made to change the PreDoc contract or to authorize an in-house hire at the meeting. The only formal action recorded was a procedural motion to adjourn: Dave Bowman moved to adjourn, Brian Groff seconded, and the motion was unanimously approved at 11:00 A.M.

The minutes record the discussion and the board’s concerns but list no follow-up assignments or votes to alter the contract; the matter remains under consideration for future meetings.
