Paradise Township Sewer Authority releases final payment, adopts budget and approves plant maintenance contracts

The Paradise Township Sewer Authority unanimously approved the release of a $201,803.25 final payment to contractor Lobar, adopted its 2025–26 budget and authorized two maintenance contracts for the wastewater treatment plant at its Sept. 8 meeting at the township municipal building.
The actions were taken after an operations update from Aaron Dewald of Rettew Associates, the consulting engineer for the Authority. Dewald told the board that all punch‑list items on the recent plant upgrade/expansion have been corrected, record drawings have been received and a final payment release to Lobar was recommended on Aug. 25, 2025. He said a contractor identified in the record as “Violia” will begin performance testing in September and that Rettew is coordinating additional training for the plant operator.
The board voted 4–0 to release the final payment to Lobar; the motion was moved by Dave Bowman and seconded by J.B. Stoltzfus. The board also approved the final 2025–26 fiscal budget (motion by J.B. Stoltzfus; second by Dave Bowman) and approved the Treasurer's report and payment of bills (motion by Dave Bowman; second by J.B. Stoltzfus).
Treasurer Kaitlyn Jones reviewed business survey responses and said she will issue assessments for additional equivalent dwelling units (EDUs) for two Builders First Source properties after the company reported employee increases (from 14 to 36 employees at one property and from 55 to 70 at another). Jones reported bank balances as of July 31, 2025: administrative checking (S&T Bank) $291,719.13; Truist grant account $646,147.52; and Truist OLDS account $17,343.15.
Dewald distributed the plant operator’s Discharge Monitoring Report prepared by Clean Water, Inc. The minutes record the DMR as “for the month of July 2025” but state the reported flow figures as the month of June 2025: an average daily flow of 134,800 gallons per day and a maximum daily flow of 200,800 g.p.d.
Under new business the board approved a three‑year preventative maintenance agreement for pumps and mixers with Xylem Water Solutions (motion by J.B. Stoltzfus; second by Dave Bowman) and approved a maintenance contract and remote access arrangement with Martz Technologies, with annual maintenance of $4,394.43 and remote access at $7,563.78 (motion by Dave Bowman; second by Kaitlyn Jones). Both motions passed unanimously.
Aaron Dewald also reported that ELSA has notified the Authority of needed improvements to the grinder pump system at Mill Bridge Village and Camp Resort to reduce inflow and infiltration; Rettew has prepared a draft letter that will be finalized after solicitor review. Land development plans submitted by Leaman Place Land Holding were received and a Rettew response was issued on Aug. 20, 2025.
There were no public comments. Solicitor Susan P. Peipher reported no additional items for discussion. With no further business the board adjourned at 8:05 P.M.; its next regular meeting is scheduled for Monday, Oct. 6, 2025, at 7:00 P.M.
