Paradise Township Sewer Authority approves operations contract with PreDoc for wastewater plant

The Paradise Township Sewer Authority unanimously approved an operations contract with PreDoc on Aug. 26, 2025, to operate the township’s wastewater treatment plant, the authority’s minutes show.
The minutes state, "A 3-month introductory period (Sept 1, 2025 to Dec 31, 2025) was added where both parties will have the right to reevaluate the terms of the agreement and make necessary adjustments as needed." The board voted to approve the contract "subject to final resolution of the comments and revisions suggested by the Authority engineer and solicitor." On a motion by board member Brian Groff, seconded by J.B. Stoltzfus, the motion carried unanimously.
Paradise Township Manager/Secretary/Treasurer Karen Farra and PreDoc representatives Deron Bauer and Phillip Bird attended the special meeting at the Paradise Township Municipal Building. Board members present were Bryan Stoltzfus, J.B. Stoltzfus, Brian Groff and Kaitlyn Jones; Dave Bowman participated by telephone.
Under terms discussed during the meeting, PreDoc’s quoted four man-hours per visit ("port-to-port") includes drive time to the plant but ends when crews depart for the next location. PreDoc confirmed it will perform standard weekly checks of the pump stations as part of basic services and that it will be responsible for obtaining and maintaining required lab accreditation.
The agreement includes several operational and administrative provisions: PreDoc agreed to extend payment terms to 45 days to allow for internal review and board approval; the board will revisit whether to request Time & Expense billing after the three-month introductory period; and the parties agreed that PreDoc may perform routine maintenance and repairs internally but must obtain prior approval from the Paradise Township Sewer Authority for any single repair or work exceeding $2,500.
PreDoc will provide professional liability insurance and a Certificate of Insurance naming the Paradise Township Sewer Authority and Paradise Township as additional insureds, and an indemnification and hold-harmless clause will be added to the general contract terms, according to the minutes. PreDoc also explained that an administrative charge for creation of reports is necessary because it must recreate electronic discharge monitoring reports (eDMR) used by the prior operator.
The authority resolved that PreDoc will make the necessary revisions to the proposal and return it for signatures. The board adjourned at 8:27 A.M. and will meet in regular session on Monday, Sept. 8, 2025, at 7:00 P.M.
