Owner protests EDU charge for small apartment; Board confirms EDU counts for new connections

A Paradise Township property owner and development applicants raised questions about equivalent dwelling unit (EDU) assessments and tapping fees at the July 7 meeting.
Gary Vaksman, owner of 3197 and 3308 Lincoln Highway East, told the Board he was charged an additional EDU tapping fee and user fees for a 400-square-foot apartment above his garage and said it seemed unfair to be charged the same as a 3,000-square-foot home. Board members explained the Authority’s practice: apartments are characterized as equivalent to one EDU regardless of occupant count or unit size.
Separately, Aaron Dewald reported that B & D Builders’ connection request will be assessed at 9 EDUs based on the reported 53 employees and required treatment capacity; Dewald will notify the applicant of the determination. Board members also discussed Passport Inn after the Township Zoning Officer’s calculation of 34 rooms; the Board concluded four additional EDUs should be charged if that room count is confirmed. Kaitlyn Jones said she will review the property and permit files to determine how the property was originally assessed.
The Board did not revise its EDU policy at the meeting but instructed staff to verify permit records and to notify applicants of final EDU assessments.
