Staff explained two amendments to the budget packet: removal of a capital‑improvement line pending clarification and clarification of donor versus city financing for Holland Park and the Veterans Memorial; Treasurer‑office staff (Michelle) was handling the research. The commission moved and approved the amended budget by voice roll call.
Separately, staff presented a change to the employee longevity system to put all employees on the same longevity schedule and to restore recognition for service beyond 15 years (adding breaks at 20, 25 and 30 years). Staff said the prior change to a flat rate by a city manager was never formally voted by the commission and the new policy was drafted by the city attorney; commissioners favored returning such policy decisions to commission review. The commission moved and approved the longevity changes.
Staff will continue work on the budget clarifications and report back on Holland Park/Veterans Memorial funding sources before final closure of those items.
