Grant B. Kohler Trust annexation: The council approved the Kohler annexation for further consideration at approximately 970 South River Road. Planning Director Michael Henke described the annexation process and noted the proposed house would connect to the city's culinary water system with additional water rights conveyed to the city; Paul Berg, representing the applicant, said sewer would need extending from the east. Motion to approve further consideration by Council Member JC Simonsen; second by Council Member Kevin Payne. Vote: Garland Yes; Osborne Yes; Payne Yes; Simonsen Yes; Orme Excused.
Ordinance 2026-14 (annexation petition signatures): City Recorder Brad Wilson presented proposed code clarifications. Council members discussed removing the requirement that governments sign annexation petitions — a provision council members described as giving other government entities de facto veto power — and voted to adopt Ordinance 2026-14 eliminating that signature requirement. Motion by Council Member Andrew Osborne; second by Council Member Kevin Payne; vote recorded as above.
TAP review committee assignments: Mayor's Assistant Camille Palmer proposed assignments for the Trails, Arts, and Parks (TAP) funding request review committee. The council approved the mayor and two council members serving on the committee with staggered two-round terms. Motion by Council Member Andy Garland; second by Council Member Kevin Payne; vote recorded as above.
Other business: An item concerning assignment documents for Ameyalli Resort at 800 North 200 East was listed on the agenda but was not considered. The council adjourned at 7:18 p.m. following a motion by Council Member Kevin Payne and second by Council Member JC Simonsen.
