Council approves on-site alcohol license and CUP for Southill restaurant (record cites "Montblu")

The Midway City Council on April 7 approved a conditional use permit (CUP) and local consent for an on-site alcohol-dispensing restaurant in the Southill development at 23 North Holly Lane.

Planning Director Michael Henke reviewed the land-use findings and applicable state licensing requirements. Applicant Megan Dial presented the project, describing the restaurant name/logo, chef, menu and hours. Dial said the space would include seating for about 45 customers inside and 30 outside and noted there are sheep on the property.

Henke explained that outdoor seating under 50% of the indoor seating does not trigger additional parking requirements and that indoor parking calculations are based on square footage rather than fixed seat counts. He also noted that a properly sized exterior grease trap would be required.

After a public hearing with no public comment, Council Member Andrew Osborne moved to approve the CUP and local consent; Council Member J.C. Simonsen seconded. The motion passed unanimously.

The meeting record contains an inconsistency in the restaurant’s name: staff materials referred to the application as Southill Bistro, the applicant described the concept in her presentation, and the motion language references "Montblu." The Council’s approval authorizes the on-site alcohol license for the establishment as described in the application and staff report; any business-license or state licensing approvals remain subject to state review and will require the applicant to obtain the applicable UDABS state license and the city business license.
