Midway City Council reviews draft ordinance on municipal use of artificial intelligence

City Attorney Corbin Gordon presented a draft ordinance and policy on Midway City’s use of artificial intelligence at the March 23 work meeting, outlining permitted and prohibited uses, data‑security requirements, procurement rules and training expectations.

Gordon told the council the draft would limit AI where high‑risk personal or confidential data is involved and require vendors and staff to meet defined governance and training standards. "AI should not be the decision maker," Gordon said, adding that AI work "needed to be checked." He warned that public versions of ChatGPT are not covered by attorney‑client privilege and that AI systems have sometimes "made up case law," making human verification essential.

The policy draft, provided as a supplemental file, also calls for disclosures when music or artwork is generated with AI and recommends a clear protocol for AI‑assisted meeting minutes because automated minutes can be dense and error‑prone; Gordon said users should not become complacent and must verify outputs.

Mayor Craig Simons asked staff to research a technology committee to advise the city on AI matters and directed City Recorder Brad Wilson to begin that process. No formal ordinance vote was taken; the draft policy will return for further review and potential revision after additional staff work and committee input.
