DWS reports mostly strong WIOA performance and outlines REIA early‑intervention strategy for UI claimants

Trevor Mansfield and Christina West presented the Department of Workforce Services’ Program Year 2024 performance review and a detailed description of the REIA (Reemployment Services and Eligibility Assessment) program for UI claimants.
Mansfield said 15 of 18 WIOA performance measures stayed steady or improved year over year; three measures were below 90% of negotiated targets. The adult median earnings measure significantly exceeded negotiated expectations (reported at roughly 240% of target), and youth median earnings grew 43% year over year. Trevor said staff training and a new management information system contributed to improved measurable skill gain documentation.
Christina West described REIA as a compliance‑linked early‑intervention program funded by the Department of Labor. The state provides two REIA appointments for claimants; the first appointment is an initial 90‑minute eligibility and reemployment planning session and nonattendance can suspend UI benefits. The second appointment focuses on referrals, individualized career pathways and any business‑requested direct referrals. Wyoming has contracted ABT Associates for a REIA evaluation starting in 2026, and the state plans an online scheduler, podcasts and strengthened UI–workforce center communication to improve early engagement and reduce weeks on UI.
Council members asked how centers will support SNAP‑impacted adults and older workers; DWS said offices are adapting targeted workshops (for example, older‑worker workshops), co‑enrollment in other programs when participants need training or support services, and localized outreach to connect claimants with child‑care and other social supports.
No formal votes were taken; DWS leaders said the department will continue internal performance reviews and follow the ABT evaluation findings to refine REIA operations.
