La Puente city staff and council members used the meeting to recognize several employees and a deputy for service to the community.
City staff (speaker 5) presented five-year service awards to community outreach supervisor Bridal Torres and senior maintenance worker Pascual Beltran. Chief Buckwell of Public Safety (speaker 6) told the council Torres led the PROS team's work addressing displaced persons from a service, not enforcement, perspective and praised the team's partnerships with businesses and community leaders.
Maintenance superintendent Ricardo Carrillo (speaker 2), introduced by staff, spoke about Beltran's reliability and contributions to park projects. "He's one of those person that go for it and get stuff done," Carrillo said.
The council also presented a formal commendation to Deputy Steven Allman (speaker 11) for a 04/09/2026 incident involving a suicidal, displaced pregnant female. A city official (speaker 10) described Allman's role: he assisted in de-escalation and helped guide the individual into compliance without use of force, facilitating a safe transfer to medical and mental-health resources. Allman thanked his supervisors and teammates and credited the PROS partnership for enabling coordinated responses.
Why it matters: The recognitions highlight the city's emphasis on outreach-based responses to homelessness and crisis incidents, and the partnership between city staff and law enforcement in mental-health emergencies. Council members praised the staff's efforts and said the awards reflect both routine and extraordinary service.
